一、招标条件 Tendering Conditions
恩托亚天然气管道项目 招标人为中国石油管道局工程有限公司，项目资金来源已落实。本招标项目已按要求履行了相关报批及备案等手续，具备招标条件。
The Entoya Natural Gas Pipeline Project is being tendered by the China Petroleum Pipeline Bureau Engineering Co., Ltd., and the project funding has been secured. This tender project has completed the required approval and record-filing procedures in accordance with regulations and meets the conditions for bidding.
二、项目概况与招标范围 Project Overview and Tendering Scope
2.1 项目概况 Project Profile
恩托亚天然气管道项目合同总额3967万美元，线路全长34.2km，管径14”(355mm)，设计压力14MPa，壁厚11.1/12.7/14.3mm，采用3LPE热收缩带防腐，全线采用强制电流阴极保护方式。全线建设1座新建首站、1座扩建末站、1座RTU阀室。首站：tie-in，发球筒、缓蚀剂加药撬、放空系统、3台燃气发电机等；末站：与处理厂tie-in，收球筒、高压分离器、三相分离器、调压系统、计量撬、气体分析系统、太阳能系统、CCTV系统、消防系统、燃气发电机等。
The total contract value of the Entoya natural gas pipeline project is USD 39.67 million. The pipeline has a total length of 34.2 km, a diameter of 14” (355mm), a design pressure of 14 MPa, and a wall thickness of 11.1/12.7/14.3 mm. It uses 3LPE heat-shrinkable tape for corrosion protection, and the entire line adopts a forced current cathodic protection method. The construction of the entire line includes 1 new head station, 1 expanded end station, and 1 RTU valve station. Head station: tie-in, launch tube, corrosion inhibitor dosing skid, vent system, and three gas generators. End station: tie-in with the processing plant, receiver tube, high-pressure separator, three-phase separator, pressure regulating system, metering skid, gas analysis system, solar system, CCTV system, fire-fighting system, and gas generator, etc.

2.4 交货期 Delivery time

The supplier shall provide the shortest delivery time. Domestic bidders: delivery no later than June 20, 2026; foreign bidders: delivery no later than August 20, 2026.
三、 投标人资格要求 Bidder qualification requirement
3.1 本次招标 不接受 联合体投标。
3.1 Bids from joint venture are not accepted.
3.2 投标人须具有独立法人资格，在法律和财务上独立、合法运作并独立于招标人（招标代理机构）的制造商或进口品牌的代理商。
3.2 The bidder must have independent legal personality, legally and financially independent of the manufacturer or agent of imported brands that operates legally and independently of the tenderer (tendering agency).
3.3 投标人需按照招标文件中规定的发动机可选品牌名单及产地选择发动机，并提供发动机制造商出具的授权函（授权可不唯一）。中标后，需提供制造商授权书原件供买方审核。
3.3 Bidders must select the engine according to the list of optional engine brands and places of origin specified in the bidding documents, and provide an authorization letter issued by the engine manufacturer (the authorization does not need to be exclusive). Additionally, the original manufacturer authorization letter must be provided for the buyer's review.
3.4发电机组配套发电机（ Generator ）应选择进口或合资品牌，不限产地。
3.4 The generator set should be equipped with a generator of an imported or joint venture brand, with no restrictions on the place of origin.
3.5 投标人须提供ISO相关体系认证（有效的ISO9001、ISO14001、ISO18001/ISO45001证书）及相关企业资质（包括但不限于营业执照或注册证书等），具有与本招标项目相应的供货能力和服务能力。
3.5 The bidder must provide relevant ISO system certifications (valid ISO9001, ISO14001, ISO18001/ISO45001 certificates) and related corporate qualifications (including but not limited to business licenses or registration certificates) and have the corresponding supply and service capabilities for this bidding project.
3.6 投标人需提供生产制造发电机组相应能力的证明文件，包括但不限于自有生产场地、自有设计能力、自有售后服务能力等证明。如投标人为授权代理商，需提供授权人生产制造发电机组相应能力的证明文件，并提供授权人出具的整机售后服务承诺书。
3.6 The bidder must provide documentation proving their ability to manufacture generator sets, including but not limited to proof of ownership of production facilities, design capabilities, and after-sales service capabilities. If the bidder is an authorized agent, they must provide documentation proving the manufacturer’s ability to produce generator sets and submit a full-machine after-sales service commitment issued by the manufacturer.
3.7 财务要求：（1）中国境内的投标人：投标人应财务状况良好（其中资产负债率小于100%），没有处于财产被接管、破产或其他关、停、并、转状态；投标人需承诺不存在进入清算程序、被宣告破产或其他丧失履约能力的情形（投标人需在其投标文件中提供无上述情形的承诺函）；投标人须提供2022年至2024年度的经第三方审计的资产负债表、现金流量表、利润表（投标人须提供经第三方审计的证明材料，如：审计单位盖章的审计报告的关键页）。（2）中国境外的投标人：均需在其投标文件中提供如下承诺：我公司财务状况良好，资产负债率小于100%，没有处于财产被接管、破产或其他关、停、并、转状态；我公司不存在进入清算程序、被宣告破产或其他丧失履约能力的情形。如我公司中标，招标人有权在合同签订前审查我公司财务状况（含财务审计报告），若发现我公司存在上述情况或风险，招标人有权取消我公司的中标资格。
3.7 (1) Bidders within China: Bidders should be in good financial condition (with a debt-to-asset ratio of less than 100%) and not be under property takeover, bankruptcy, or other suspension, closure, merger, or transfer status; bidders must commit that they are not undergoing liquidation, declared bankrupt, or experiencing any other situation that compromises performance ability (bidders must provide a letter of commitment in their bid documents confirming these conditions do not exist); bidders must provide audited balance sheets, cash flow statements, and income statements for the years 2022 to 2024 (bidders must provide proof of third-party audits, such as the key pages of audit reports stamped by the auditing firm). (2) Bidders outside China: Bidders must include the following commitment in their bid documents: our company is in good financial condition, with a debt-to-asset ratio of less than 100%, and is not under property takeover, bankruptcy, or other suspension, closure, merger, or transfer status; our company is not undergoing liquidation, declared bankrupt, or experiencing any situation that compromises performance ability. If our company is awarded the bid, the tendering party has the right to review our company's financial status (including financial audit reports) before signing the contract, and if any of the above-mentioned conditions or risks are found, the tendering party has the right to cancel our bid award.
3.8 信誉要求：在国家企业信用信息公示系统（)、信用中国网站（）未被列入严重违法失信企业名单或失信被执行人名单（仅适用于中国境内投标人）。
3.8 Credit Requirements: Not listed as a seriously illegal and untrustworthy enterprise or a dishonest person subject to enforcement on the National Enterprise Credit Information Publicity System () or the Credit China website () (applicable only to bidders within China).
3.9业绩要求：投标人需提供近三年 海外 供货业绩合同，不限数量，业绩表中产品的性能、技术参数应能适用或接近数据单中规定的工况条件。业绩表应包括工程名称、产品规格型号及主要技术参数、供货数量、使用地点、签订合同时间、有效业绩合同及合同发票复印件（提供的合同复印件至少应包括：封页；签字盖章页；合同中包含买方名称、物资名称、规格型号及技术参数、供货数量、签订时间的关键页；合同发票复印件至少应包括与合同对应的1张发票）。
3.9 Performance Requirements: B The bidder must provide contracts for overseas supply performance over the past three years, with no quantity limit. The performance table should list products whose performance and technical parameters are applicable to or close to the working conditions specified in the datasheet. The performance table should include the project name, product specifications and main technical parameters, supply quantity, usage location, contract signing time, valid performance contracts, and copies of contract invoices (the provided contract copies must at least include: the cover page; the signed and stamped page; key pages in the contract containing the buyer's name, material name, specifications and technical parameters, supply quantity, and signing time; the contract invoice copy must at least include one invoice corresponding to the contract).
3.10 投标人近三年在中国石油天然气集团有限公司/中国石油管道局工程有限公司所属项目中无重大质量事故、安全事故，无违反合同约定以不发货为由要求提前支付货款的，且与CPP无法律纠纷，需提供承诺函。
3.10 In the past three years, the bidder has not experienced any major quality or safety incidents in projects under China National Petroleum Corporation/China Petroleum Pipeline Engineering Co., Ltd., has not requested advance payment for goods by violating contract terms, and has no legal disputes with CPP. A letter of commitment must be provided.
3.11 投标人开标当日未被中国石油天然气集团有限公司/中国石油管道局工程有限公司列入黑名单、暂停或取消投标资格或交易权限。
3.11 On the day of bid opening, the bidder has not been blacklisted, suspended, or had its qualification canceled by China National Petroleum Corporation/China Petroleum Pipeline Engineering Co., Ltd.
3.12 如果投标人为中石油云梦泽平台供应商，云梦泽入网状态应为：“正常”。
3.12 If the bidder is a supplier within the PetroChina depot, Yunmengze's network status should be: 'Normal'.

五、投标文件的递交Submission of Bidding Documents
Bidding documents shall be composed of two components, “Technical proposal” and “Commercial proposal”
The Technical proposal shall be submitted to bidding@enlinkenergy.com before 9:00 AM (Abu Dhabi Time), 04 Feb 2026.
The Commercial proposal shall be submitted to bidprice@enlinkenergy.com before 9:00 AM (Abu Dhabi Time), 04 Feb 2026.
The Commercial Proposal shall be encrypted. The encrypted password shall be sent to the email box separately: password@enlinkenergy.com .
To enhance confidentiality, the deadline for password submission is 30 minutes after the deadline for document submission. It is recommended that you provide the password within 30 minutes after the document submission deadline (you may use the "scheduled send" function of your email to set the time for the email to be sent).
The overdue delivery of the bid documents will be rejected, and the delivery time shall be subject to the time of designated email ID.
