一、招标条件Tendering Conditions
东非原油外输管道EPC项目招标人为中石油管道局坦桑尼亚国家公司，项目资金来源已落实。本招标项目已按要求履行了相关报批及备案等手续，具备招标条件。The project has implemented relevant procedures according to rules, regulations, and laws .as well as the capital has been confirmed. Now we hereby invite your esteemed company to participate in this bid. The tenderee is China Petroleum Pipeline Engineering Company Ltd.
二、项目概况与招标范围 Project Overview and Tendering Scope
2.1 项目概况 Project Profile
东非原油外输管道EPC项目起点于乌干达Tilenga CPF（联络线起点），止于坦桑尼亚 Tanga港，总长1539km，其中：干线1443km，联络线96km。乌干达境内392km， 坦桑尼亚境内1147km；全线泵站6座，减压站2座，阀室82座，电伴热站20座（与阀室合建17座，单独建设3座）。该项目业主为道达尔勘探开发公司（上游，联络线部分）与道达尔东非中游公司。计划工期为27个月。
East African Crude Oil Pipeline EPC Project starts from Tilenga CPF, Uganda (starting point of contact line) and ends at Tanga Port, Tanzania, with a total length of 1,539km, including 1,443km trunk line and 96km connection line. 392km in Uganda and 1147km in Tanzania; There are 6 pump stations, 2 decompression stations, 82 valve rooms and 20 electric tracing stations (17 jointly built with valve rooms and 3 separately built). The project is owned by Total E&P (upstream, link line) and Total East Non-Midstream. The planned construction period is 27 months.

2.3 交货地点 Delivery place

PACKAGE A SHALL QUOTE CIF DARES SALAAM PORT, TANZANIA USD PRICES.
PACKAGE B SHALL QUOTE CIF MOMBASA PORT, KENYA USD PRICES.
3.乌干达合格属地投标人：LOCAL BIDDERS OF UGANDA:
乌干达现场DDP(Plot 57 Bugahya Block 8 at Bulemwa,YESIIGA VILLAGE,HOIMA, UGANDA) 美元价格，乌干达属地投标人可只参与B包投标。如果同时参与A包，A包将按照国际投标人考虑。针对属地投标人，允许分包授标。
DDP (Plot 57 Bugahya Block 8 at Bulemwa,YESIIGA VILLAGE,HOIMA, UGANDA) USD price, Ugandan bidders can only participate in Package B bidding. If participating in Package A at the same time, Package A will be considered as an international bidder. For local bidders, separate Package awarding is allowed.
2.4 交货期 Delivery time
供货商提供最短交货期。
The supplier shall provide the shortest delivery time.
三、投标人资格要求 Bidder qualification requirement
3.1 本次招标 不接受 联合体投标。
Bids from joint venture are not accepted.
3.2 投标人须具有独立法人资格，在法律和财务上独立、合法运作并独立于招标人（招标代理机构）的制造商、代理商或贸易商。
3.2 The bidder must have independent legal personality, operate independently and legally in terms of law and finance, and be independent of the tenderer (bidding agency) as a manufacturer, agent, or trader.
3.3 投标人提供ISO相关体系认证及相关企业资质（包括但不限于营业执照或注册证书等）, 具有与本招标项目相应的供货能力，投标人需在投标文件中如实写明中标后该批货物的生产品牌，生产地址，如生产、制造加工基地。
3.3 Bidders must provide their ISO system certification and relevant corporate qualifications (including but not limited to business license or registration certificate, etc.) and have the corresponding supply capability for this procurement project. The bidder shall truthfully state the production brand, production address of the batch of goods such as the production and manufacturing processing base after winning the bid in the bidding documents.
3.4 业绩要求：投标人须提供近3年（2023-2025）项目类似产品的有效应用业绩。业绩表中产品的性能、技术参数应能适用或接近数据单中规定的工况条件。业绩表应包括工程名称、产品规格型号及主要技术参数、供货数量、使用地点、签订合同时间、有效业绩合同及合同发票复印件（提供的合同复印件至少应包括：封页；签字盖章页；合同中包含买方名称、物资名称、规格型号及技术参数、供货数量、签订时间的关键页；合同发票复印件至少应包括与合同对应的1张发票）、业主联系人及联系方式；
3.4Performance requirements: Bidders must provide effective application performance of similar products in the past 3 years (2023-2025). The performance and technical parameters of the products in the performance sheet should be applicable to or close to the working conditions specified in the data sheet. The performance sheet should include the project name, product specification model and main technical parameters, supply quantity, usage location, and contract signing time，the copy of effective performance or order (the provided copy of the contract should include at least: cover page; signature and seal page; key pages in the contract that include the buyer's name, material name, specifications and technical parameters, supply quantity, and signing time(The copy of the contract invoice should at least include one invoice corresponding to the contract.);, the owner's contact person and contact information.
3.5 国内投标人：投标供应商应财务状况良好（其中资产负债率小于100%），没有处于财产被接管、破产或其他关、停、并、转状态；投标供应商需承诺不存在进入清算程序、被宣告破产或其他丧失履约能力的情形（投标供应商需在其投标文件中提供无上述情形的承诺函）；投标供应商须提供2022-2024年度的经第三方审计的资产负债表、现金流量表、利润表、报表附注（投标供应商须提供经第三方审计的证明材料，如：审计单位盖章的审计报告的关键页）。成立日期晚于要求年份的，从成立年起计算。如投标人的成立时间不足一个财务年度的或成立时间超过一个财务年度但尚未完成该年度财务审计的，须提供公司出具的财务报表（加盖公章）。
中国境内及境外的投标人，均需在其投标文件中提供如下承诺：我公司财务状况良好，资产负债率小于100%，没有处于财产被接管、破产或其他关、停、并、转状态；我公司不存在进入清算程序、被宣告破产或其他丧失履约能力的情形。如我公司中标，招标人有权在合同签订前审查我公司财务状况（含财务审计报告），若发现我公司存在上述情况或风险，招标人有权取消我公司的中标资格。
3.5 Bidders within China should have a good financial condition (with an asset liability ratio of less than 100%) and not be in a state of property takeover, bankruptcy, or other closure, suspension, consolidation, or conversion; The bidder shall undertake that there is no situation of entering into liquidation proceedings, being declared bankrupt or otherwise losing the ability to perform (the bidder shall provide a commitment letter in its bidding documents stating that there are no such situations);Bidders are required to provide the balance sheet, cash flow statement, profit statement and the notes to the statements for 2022-2024. (Bidders must provide the supporting materials certified by a third party, such as the key pages of the audit report stamped by the auditing institution.). For entities established after the required year, the calculation shall commence from the year of establishment. If the bidder's establishment period is less than one financial year or exceeds one financial year but has not yet completed the annual financial audit, financial statements issued by the company (with official seal) must be provided.
Bidders both within and outside the territory of China shall provide the following commitment in their bidding documents: Our company has a sound financial status, with a debt-to-asset ratio less than 100%, and is not in a state of property takeover, bankruptcy or other suspension, closure, merger or transformation. Our company has not entered into liquidation procedures, been declared bankrupt or otherwise lost its ability to perform. If our company is awarded the bid, the tenderer reserves the right to review our company's financial status (including financial audit reports) before the contract is signed. If the tenderer discovers that our company has the above-mentioned situations or risks, the tenderer reserves the right to cancel our company's bid-winning qualification.
3.6 信誉要求（适用于中国投标人）：在国家企业信用信息公示系统（)、信用中国网站（）未被列入严重违法失信企业名单或失信被执行人名单。
3.6 Credit Requirements (Applicable to Bidders within China): Not included in the list of seriously illegal and untrustworthy enterprises or the list of people subject to enforcement actions on dishonesty on the National Enterprise Credit Information Publicity System () or the Credit China website ().
3.7投标人（含制造商、代理商、贸易商）近三年在中国石油天然气集团有限公司/中国石油管道局工程有限公司所属项目中无重大质量事故、安全事故，且与CPP无法律纠纷，需提供承诺函。
3.7 Bidders (applicable to manufacturers , agents and Traders) have not experienced major quality and safety accidents in the past three years, and a commitment letter is required.
3.8如投标人为中石油库内供应商，云梦泽平台入网状态应为：“正常”（针对入网企业）。
3.8 If Bidders are the supplier of CNPC warehouse.The status Of Yunmengze Platform connection should be "normal" (for connected enterprises).

五、投标文件的递交Submission of Bidding Documents
Bidding documents shall be composed of two components, “Technical proposal” and “Commercial proposal”
The Technical proposal shall be submitted to biddingtechnical3@enlinkenergy.com before 9:00 AM (Abu Dhabi Time), 25 Dec 2025.
The Commercial proposal shall be submitted to bidcommercial3@enlinkenergy.com before 9:00 AM (Abu Dhabi Time), 25 Dec 2025. The Commercial Proposal shall be encrypted. The encrypted password shall be sent to the email box separately: password@enlinkenergy.com.
To enhance confidentiality, the deadline for password submission is 30 minutes after the deadline for document submission. It is recommended that you provide the password within 30 minutes after the document submission deadline (you may use the "scheduled send" function of your email to set the time for the email to be sent).
The overdue delivery of the bid documents will be rejected, and the delivery time shall be subject to the time of designated email ID.
